The U.S. International Trade Commission (ITC) last week found the trailer industry has been materially injured by imports of van-type trailers and subassemblies from China. The panel found the trailers were sold for less than fair value and subsidized by the government of China.

"Today's determination by the ITC confirms the years-long loss of U.S. market share to unfairly traded imports by market-manipulating foreign actors in China, Canada and Mexico," says Robert DeFrancesco III, counsel to the American Trailer Manufacturers Coalition. "American trailer manufacturers have proven capable of winning work and creating good-paying American jobs when they can compete on a level playing field. Through today's affirmative injury vote, the ITC has taken an important step to rectifying this harm for American manufacturers and their workforce and paves the way for the imposition of strong (antidumping and countervailing) duties."
The U.S. Department of Commerce will issue an antidumping order and countervailing duty order on trailer imports from China. Commerce previously calculated combined antidumping and countervailing duties of more than 260%. The final duties order is expected next month.
As far as Canada and Mexico, the ITC is expected to issue final affirmative determinations next year, the manufacturers coalition says. All antidumping and countervailing duty orders will remain in effect for a minimum of five years. The duty rates may increase through an annual administrative review process.
The American Trailer Manufacturers Coalition was formed by U.S. trailer producers Great Dane, Stoughton and Wabash. Its purpose is to address unfair foreign trade practices in the industry and it filed the original antidumping and countervailing duty petitions in November.
