Preliminary determinations made in brake drum countervailing investigation

The U.S. Department of Commerce has announced its preliminary affirmative determination in the countervailing duty (CVD) investigation of brake drums from the People’s Republic of China (China) and the Republic of Türkiye (Türkiye).

The department had initially launched its CVD and concurrent antidumping duty (AD) investigations of brake drums from China and Türkiye in July after a petition was filed by Webb Wheel in June.

In last month's announcement, the Department of Commerce reported preliminary subsidy rates of 6.76% against Shandong ConMet Mechanical, Ltd. / Weifang ConMet Mechanical Products Co., Ltd., and 41.51% against CAIEC Trailer Master Co., Ltd. / Trailer Master CVS Inc. Another 13 Chinese producers "did not timely respond to Commerce's Q&V questionnaire" and, as such, received preliminary subsidy rates of 303.07%. All other Chinese producers were levied a 16.17% rate.

Among Turkish's firms, EKU Fren ve Dok. San. A.S. received a preliminary subsidy rate of 0.89%, while Akkus Dokum San.Ve Tic.Ltd.Sti, Buyuk Eker Bijon Sanayi Ve Ticaret and Genk Otomotiv San.Dis Tic.Ltd.Sti., were levied a 131.39% rate. All others were given a rate of 98.77%.

The Department of Commerce estimates more than 137 million brake drums were imported into the United States from China last year, valued at more than $516.1 million. Another two million were brought in from Türkiye at a value of $48.3 million. 

Commerce states its final determinations will be provided by April 8, 2025, with issuance of orders to come by May 30.
